Overview
All proposed modifications to the Market Rules are reviewed by the Rules Change Panel (RCP). Thereafter, the RCP makes a recommendation to the EMC Board and the decision of the EMC Board is submitted to Energy Market Authority for endorsement.
Members of the RCP represent a wide range of experience from the electricity industry and the financial industry.
The RCP consists of 14 members:

Chief Executive Officer of EMC (Chair of the RCP) Dave Carlson Dave Carlson joined EMC as its CEO in June 2006 after eight years with M-co, one of EMC’s shareholders. From November 2005, Dave had acted as interim COO, on a secondment basis from M-co, and gained a thorough understanding of EMC and the NEMS. He was actively involved in the establishment of EMC in 2001 and is very familiar with the market players as well as the development of EMC. Dave joined M-co in 1998 to position and lead the company’s strategy to diversify and internationalise its capabilities. He held a number of senior management roles, including the head of business development, and most recently managed M-co’s subsidiary in South Africa. Previously, Dave worked for 12 years in the financial services sector, where he held a number of senior corporate positions in sales, finance, marketing, strategy and corporate restructuring.
Employee of EMC Henry Gan Wee Teck Henry Gan is charged with delivering the pricing and information aspects of the NEMS. Henry's particular areas of focus include market operation processes in determination of dispatch and price schedules. In this regard, Henry is responsible for conducting price scenarios, market clearing schedule and price analysis and scheduled market status reporting for the new electricity market. Henry brings significant industry and technical experience to EMC's operations. Henry graduated from Nanyang Technological University with an Honours degree in Electrical Engineering. He worked with PowerGrid Ltd until 2001, when he took up the position of Market Operations Manager for the Singapore Electricity Pool.
Representative of the PSO Kang Cheng Guan Dr Kang Cheng Guan is Director (Energy Management Systems) with the Power System Operation Division of the Energy Market Authority. He has been actively involved in the restructuring of the electricity industry and development of the electricity market since 1996. He was responsible for the implementation of the Energy Management System (EMS) required for real-time monitoring and control of the power system. He was also responsible for the implementation of the IT system for the Singapore Electricity Pool in 1998 and the subsequent operation and enhancement till 2001. Before the NEMS went live in January 2003, he participated actively in various groups of the Electricity Market Implementation Group, in particular, implementation of the Market Clearing Engine and its interfacing with the PSO’s EMS system. He is a registered Professional Engineer and is familiar with operation of the Singapore Power System.
Representatives of the Generation Licensee class of market participant Low Boon Tong Low Boon Tong is Vice President (Trading) of PowerSeraya Ltd. He is responsible for PowerSeraya’s trading operations in the NEMS and fuel oil and forex trading activities. He has over 20 years of experience in the electricity industry. He set up the Trading Group at PowerSeraya and has been actively involved in the restructuring of the electricity industry and development of the new market. His previous postings include Fuel Handling and Market Operations in the days of the Singapore Electricity Pool (SEP). In 1996, he headed the Market Operations Section that was responsible for the trading operations of the SEP. Boon Tong holds a Bachelor of Engineering in Mechanical Engineering from the National University of Singapore and is a member of the Institution of Engineers Singapore. Philip Tan Pei Lip Philip Tan is Deputy Manager (Trading Business Group) of Tuas Power Ltd. He has pioneered the development and implementation of IT systems and applications to support trading in the NEMS since the industry was first deregulated. He is currently involved in building and refining trading processes for Tuas Power, with a focus on improving integration with other business entities and engaging industry counterparts. Philip holds a Master of Science in Economics from the London School of Economics and a Diploma with Merit in Programming and System Analysis from the Japan-Singapore Institute of Software Technology, Singapore.
Tay Swee Lee
Tay Swee Lee is General Manager of Energy Trading in Senoko Power Ltd, where he is responsible for energy trading market operations and settlement. He has had about 30 years of experience in the electricity industry, in areas ranging from energy trading, power plant operation and maintenance, administration and technical training, to development of new power plants, including planning and approval. Swee Lee has an Honours degree in Mechanical Engineering from the Singapore University and is also a Registered Professional Engineer in Singapore.
Representative of the Transmission Licensee class of market participant Daniel Cheng Tai Yip Dr Daniel Cheng is Director, Asset Performance, for SP PowerGrid Ltd. He has participated in the ongoing industry restructuring programme in relation to the Transmission Licensee, as well as the development of the market rules, the transmission code, the Market Support Services Code and other documents. Daniel obtained his Ph.D. in Electrical Power Engineering from UMIST (now reconstituted as the University of Manchester) UK in 1981. He also holds a Certified Diploma in Accounting and Finance, UK, and is a Chartered Engineer and a Chartered Mathematician.
Representatives of the Retail Electricity Licensee class of market participant Ng Meng Poh Ng Meng Poh is Senior Vice President (Asset Management/SembCorp Industries) and General Manager, SembCorp Cogen Pte Ltd. A Registered Professional Engineer, Meng Poh has more than 25 years of experience in the utilities, gas and electricity power and supply industry with responsibilities in commercial, technical and power plant operation and management. He was involved in the two phases of the Singapore power and gas market restructuring and liberalisation in 1998 and 2003. In the last ten years, he was a member of the Gas Industry Structure Implementation Steering Committee (GISISC), Technical Working Group (TWG) of SWEM, Electricity Market Implementation Group (EMIG) and SIngapore Electricity Pool Executive Committee (SEPEC). Meng Poh holds a Master of Science Degree in Energy Resources (USA) and Bachelor Degree in Mechanical Engineering (NUS).
Ms Annie Tan Annie Tan is Senior Manager (Trading & Marketing) at Keppel Energy Pte Ltd. Annie's experience span across the electrical power and gas markets in Singapore. Annie was involved in the development and completion of Keppel Merlimau Cogen with responsibilities in technical, commercial and regulatory aspects. She holds a Master of Science Degree in Environmental Technology and Bachelor Degree in Chemical Engineering (UK).
Representative of the wholesale electricity market trader class of market participant Dallon Kay
Dallon Kay is Managing Director of Diamond Energy, a privately owned boutique energy services company. In addition to the company’s activities in Singapore as a Wholesale Trader in the NEMS, the company is also a market participant in the National Electricity Market of Australia. He has over ten years of commercial experience in the energy sector. Prior to his position at Diamond Energy, he was Director Commercial Development at Duke Energy International. He is now responsible for the development activities of the Diamond Energy Group in Asia.
Representative of the Market Support Services Licensees Lawrence Lee Siew Ming
Lawrence Lee is Acting Director (Operations) of SP Services Ltd, where he is responsible for billing services, metering data management and installation services. He has over 7 years of experience in the utilities industry. He graduated from the National University of Singapore with a Bachelor of Science in Biochemistry (Second Upper Honours) in 1996.
Representatives of consumers of electricity in Singapore Dr Goh Bee Hua
Goh Bee Hua has been a member of the Central Committee of the Consumers Association of Singapore (CASE) since August 2000. Since then she has served on the mediation panel, the CASE committee on transparency of hospital billing, the consumer sub-committee of the national energy efficiency committee and the action programme committee on clean air of the Singapore Green Plan 2012, Ministry of the Environment. Currently, she co-chairs an advisory council of an accreditation scheme on service standards for CASE. She graduated from the Singapore Polytechnic with a Diploma in Building (with Merit) in 1984. In 1989 and 1992, she obtained her Bachelor of Science in Building (Second Upper Honours) and Master of Science in Building (by Research) degrees, respectively, from the National University of Singapore. She has a Doctor of Philosophy in Building Management in 1997 from the University College London of the University of London, UK. She is now an Assistant Professor in the Department of Building at the National University of Singapore.
Lim Kwee Thye (Michael)
Michael Lim is a Manager with Philips Electronics Singapore Pte Ltd. He joined Philips in 1993 and has worked in the field of purchasing for more than 10 years specialising in the area of facility management and energy (FM&E). He is currently part of a global purchasing team charged with bringing value and reducing costs to Philips’ businesses around the world, with direct responsibilities for FM&E contracting in Singapore and Malaysia. Mr Lim was nominated by the Singapore International Chamber of Commerce.
Person experienced in financial matters in Singapore Robin Langdale Robin Langdale provides commercial and financial management consultancy services through Langdale Management. In this capacity, Robin assists and advises organisations in the areas of commercial financial management and corporate governance. He has served on the boards of public companies in Singapore, Malaysia and New Zealand in executive and non-executive capacities over a period of some 20 years. Robin has extensive experience in corporate financial management, having worked for organisations such as The North Borneo Timbers Bhd, IBM (UK) Ltd and Peat Marwick Mitchell & Co (now KPMG). Robin is a UK Chartered Accountant and a member of the Institute of Certified Public Accountants of Singapore, the Singapore Institute of Directors and the Singapore International Chamber of Commerce.
