Technical Working Group

Overview

The Rules Change Panel has a Technical Working Group (TWG) to assist it in reviewing technical changes to the Market Rules.

The TWG is responsible for examining the on-going evolution of the dispatch and price discovery process, balancing economic, financial and technical considerations in creating more efficient wholesale electricity markets.

The TWG consists of eight members:

  • Chairperson nominated by EMC 
  • Four experts nominated by market participants (excluding the Transmission Licensee) 
  • One person nominated by the Transmission Licensee 
  • One person nominated by the Power System Operator (PSO)
  • One market clearing engine expert nominated by EMC

Members 

Paul Poh (Chairperson)

Paul Poh heads the Market Administration team at EMC, which is responsible for advising the Rules Change Panel and the EMC Board on market design issues and for evolving the wholesale electricity market to attain efficiency gains. Paul gained extensive experience in the areas of development and operation during his years with the Singapore Commodity Exchange and the Singapore International Monetary Exchange Ltd (now Singapore Exchange – Derivative Trading). He has a comprehensive knowledge of audit and compliance, risk management, trading systems, clearing house operations, new product development, rules and policy formulation. Paul was a key member of the pioneer team that set up Singapore Commodity Exchange Ltd. He was also involved in the establishment of a futures brokerage operation for a clearing member of the Singapore International Monetary Exchange Ltd. Paul graduated from the National University of Singapore with a degree in Business Administration.

Sim Meng Khuan

Sim Meng Khuan is Electricity Market Manager of the Energy Market Group at PowerSeraya Ltd. He is responsible for managing the company’s day-to-day operational activities and developing short to long term bidding strategies to optimise sales in the wholesale electricity market. He is also experienced in the electricity retail business and power transmission planning. Meng Khuan holds a Bachelor of Science in Electrical Engineering and a Master of Science in Industrial and Systems Engineering, both from the National University of Singapore.

Tan Cheng Teck

Tan Cheng Teck is Vice President (Production) of Senoko Power Ltd, in charge of the energy production aspect of the Group. He is also currently the Director of Senoko Services Pte Ltd (SSPL). Cheng Teck joined the power industry in 1984 after his graduation from National University of Singapore. He received a sponsorship in 1995 from the Public Utilities Board to undertake a Corporate Master's in Business Administration conferred by Ohio University. In 1996, he graduated from Nanyang Technological University with an MBA in Management of Technology. From 1997 to June 2004, Cheng Teck was Senoko Power's On-the-job (OJT) Administrator and was crucial in leading Senoko Power to achieve its Certified OJT Centre status. He has also participated in the Singapore Grid Council and Industry Consultative Committee, both convened by the Energy Market Authority. Cheng Teck is a registered Professional Engineer with Professional Engineers Board, Singapore and a member of Institution of Engineers, Singapore.

Tony Tan Kia Shuan

Tony Tan is Senior Risk Management Executive at Tuas Power Ltd. He joined Tuas Power in 2004 as a Business Executive in the Trading department, where he developed economic and statistical models to improve the company’s trading strategies. His current responsibility is to identify, analyse, mitigate, monitor and report risks qualitatively and quantitatively. He also plays a consultative role in improving retail pricing methodologies. Tony holds a Bachelor of Social Science in Economics from the National University of Singapore and is a Certified Risk Management Professional.

Loh Chin Seng

Loh Chin Seng is the Assistant Vice President of SembCorp Utilities Pte Ltd and Head of Trading of SembCogen Pte Ltd. He is in charge of Trading, Regulation and Strategy of SembCogen Plant in Singapore. He has 30 years of experience in the gas and electricity power and supply industry with responsibilities in power plant operation and maintenance. Having gone through the two phases of restructuring and liberalisation in 1998 and 2003 for the Singapore power and gas market and the development of the electricity market, Chin Seng has accumulated many years of experience in the liberalised electricity market specialising in market operations and fuel management. Chin Seng was involved in the development and implementation of the paper and physical oil trading department of one of the largest power plants in Singapore.

Chan Hung Kwan

Chan Hung Kwan is Deputy Director (Economics & Pricing) of SP PowerGrid Ltd. He is responsible for transmission pricing, forecasting, economic/statistical analyses and regulatory activities.He has extensive experience in the power industry, spanning a wide range of activities that includes generation planning, corporate planning, financial planning and pricing of electricity tariffs. Hung Kwan was actively involved in the corporatisation of Singapore Power in 1995.He has participated in reviews for a number of issues concerning the wholesale and retail electricity markets and has also been involved in the preparation for the opening of the gas market in Singapore. Hung Kwan holds a Bachelor of Science in Mechanical Engineering from University of London, a Master of Philosophy in Control Engineering and Operational Research from University of Cambridge, and a Master of Business Administration from University of Leicester.

Kang Cheng Guan

Dr Kang Cheng Guan is Director (Energy Management Systems) with the Power System Operation Division of the Energy Market Authority.He has been actively involved in the restructuring of the electricity industry and development of the electricity market since 1996. He was responsible for the implementation of the Energy Management System (EMS) required for real-time monitoring and control of the power system. He was also responsible for the implementation of the IT system for the Singapore Electricity Pool in 1998 and the subsequent operation and enhancement till 2001. Before the NEMS went live in January 2003, he participated actively in various groups of the Electricity Market Implementation Group, in particular, implementation of the Market Clearing Engine and its interfacing with the PSO’s EMS system. He is a registered Professional Engineer and is familiar with operation of the Singapore Power System.

Chen Jian Hong

Chen Jian Hong is Market Clearing Engine Engineer at EMC. As one of the pioneers in operating the Singapore wholesale electricity market, his primary responsibilities include monitoring and analysis of the market outcome, dissemination of market information and in-house application development. He is actively involved in enchancing the market system and impriving market operation efficiency by identifying gaps between business processes and the market system, suggesting improvements, proposing modeling solutions and spearheading and overseeing implementations.  Jianhong holds a Bachelor and a Masters degree in Power Engineering from Huazhong University of Science and Technology, China, and a PH.D. degree in Electricial Engineering from Nanyang Technological University, Singapore.
