The Rules Change Panel has a Technical Working Group (TWG) to assist it in reviewing technical changes to the Market Rules.
The TWG is responsible for examining the on-going evolution of the dispatch and price discovery process, balancing economic, financial and technical considerations in creating more efficient wholesale electricity markets.
The TWG consists of eight members:
Paul Poh
Paul Poh heads the Market Administration team at EMC, which is responsible for advising the Rules Change Panel and the EMC Board on market design issues and for evolving the wholesale electricity market to attain efficiency gains. Paul gained extensive experience in the areas of development and operation during his years with the Singapore Commodity Exchange and the Singapore International Monetary Exchange Ltd (now Singapore Exchange – Derivative Trading). He has a comprehensive knowledge of audit and compliance, risk management, trading systems, clearing house operations, new product development, rules and policy formulation. Paul was a key member of the pioneer team that set up Singapore Commodity Exchange Ltd. He was also involved in the establishment of a futures brokerage operation for a clearing member of the Singapore International Monetary Exchange Ltd. Paul graduated from the National University of Singapore with a degree in Business Administration.
Tan Cheng Teck
Tan Cheng Teck is Vice President (Production) of Senoko Energy Pte. Ltd, in charge of the energy production aspect of the Group. He is also currently the Director of Senoko Services Pte Ltd (SSPL). Cheng Teck joined the power industry in 1984 after his graduation from National University of Singapore. He received a sponsorship in 1995 from the Public Utilities Board to undertake a Corporate Master's in Business Administration conferred by Ohio University. In 1996, he graduated from Nanyang Technological University with an MBA in Management of Technology. From 1997 to June 2004, Cheng Teck was Senoko Power's On-the-job (OJT) Administrator and was crucial in leading Senoko Power to achieve its Certified OJT Centre status. He has also participated in the Singapore Grid Council and Industry Consultative Committee, both convened by the Energy Market Authority. Cheng Teck is a registered Professional Engineer with Professional Engineers Board, Singapore and a member of Institution of Engineers, Singapore.
Tony Tan Kia Shuan
Tony Tan is Senior Risk Management Executive at Tuas Power Generation Pte. Ltd. He joined Tuas Power in 2004 as a Business Executive in the Trading department, where he developed economic and statistical models to improve the company’s trading strategies. His current responsibility is to identify, analyse, mitigate, monitor and report risks qualitatively and quantitatively. He also plays a consultative role in improving retail pricing methodologies. Tony holds a Bachelor of Social Science in Economics from the National University of Singapore and is a Certified Risk Management Professional.
Chua Gwen Heng
Gwen Heng is the Senior Manger of Sembcorp Cogen Pte Ltd. He is in charge of the Electricity Pool Trading Division of SembCogen Plant in Singapore and is responsible for the daily energy trading activities. He has more than 30 years of experience in the power generation industry and has spent most of his professional career in fuel management for power plants. He was solely in charge of setting up the entire trading system for a power plant when the Singapore electricity market went through a deregulation phase and formed he Singapore Electricity Pool (SEP) Market in 1998. He had also played a vital role in transforming the company’s trading and settlement system for the New Electricity Market of Singapore (NEMS) when the Government decided to further deregulate the market. Besides having immense experience in pool trading, Gwen Heng has also gained extensive understanding of the market rules and the mechanisms of the retail market through his dedicated years of service in the industry.
Tini Mulyawati
Tini Mulyawati is the Head of Trading at Keppel Energy Pte Ltd. Her role involves managing a team responsible for energy wholesale market trading. She played a vital role in commencement of the company’s energy trading and fuel hedging where a new IT system and wholesale trading policy were first developed for Keppel Merlimau Cogen’s entry into the NEMS. She holds a Bachelor of Science Degree in Business Administration and a Bachelor of Computer in Information System.
Yong Kong Kiong
Kong Kiong is the Deputy Director of the Transmission Planning Section in SP PowerGrid Ltd, a member of the Singapore Power Group. He has more than 19 years of work experience, mainly in the planning and design of transmission network and the management and implementation of planned projects including substation, cable, switchgear and transformer. Currently, he is responsible for the overall planning and design of the Singapore transmission network development from 66kV up to 400kV, to ensure that the power system continues to be secure, reliable and cost effective in meeting the economic growth. The role also involves electricity demand forecast, system study, project assessment, costing and scheduling, project coordination, and seeking approval from relevant Authorities for project implementation. He is also a member of the ASEAN Planning Interconnection project work group. Kong Kiong graduated from Nanyang Technological University of Singapore with a Bachelor of Engineering (2nd Upper Hons), from the National University of Singapore with a Masters in Electrical Engineering (Majoring in Power), and from the University of Leciester with an MBA.
Loh Poh Soon
Loh Poh Soon is currently an Assistant Director in Power System Operation Division, Energy Market Authority. He is responsible for assessment of long-term transmission system development plan and connection schemes of new generating plants. He has also been resposible for outages co-ordinations, daily to monthly adequacy & security assessment of the power system and review of various rules change proposals, especially those related to operation of the power system. Poh Soon holds a Bachelor in Electrical & Electronic Engineering from Nanyang Technological University, Singapore and a Master of Science in Industrial & Systems Engineering from National University of Singapore.
Chen Jian Hong
Chen Jian Hong is Market Clearing Engine Engineer at EMC. As one of the pioneers in operating the Singapore wholesale electricity market, his primary responsibilities include monitoring and analysis of the market outcome, dissemination of market information and in-house application development. He is actively involved in enchancing the market system and improving market operation efficiency by identifying gaps between business processes and the market system, suggesting improvements, proposing modeling solutions and spearheading and overseeing implementations. Jianhong holds a Bachelor and a Masters degree in Power Engineering from Huazhong University of Science and Technology, China, and a PH.D. degree in Electricial Engineering from Nanyang Technological University, Singapore.
