Mr. Thean Lip Ping

Mr Thean is a consultant in the law firm of KhattarWong.  He practiced law in Kuala Lumpur from 1958 and then in Singapore from 1964 onwards. In 1984, Mr Thean became a Judge of the High Court, Singapore and in 1993 was appointed Judge of Appeal to the Court of Appeal, Supreme Court of Singapore until he retired in 2002.

From March 2006 until July 2007 he served as a member of the Dispute Resolution and Compensation Panel in the NEMS, a position he relinquished with his appointment to the MSCP.

His other appointments include Chairman of the Securities Industry Council, Chairman of the Competition Appeal Board, member of the Accounting and Corporate Regulatory Authority, Chairman of the Public Accountants Oversight Committee and Director of Singapore Deposit Insurance Corporation Ltd.

Mr. Lee Keh Sai

Mr Lee is a Chartered Electrical Engineer and a registered Professional Engineer with more than 45 years of industrial experience. He specialises in electrical power engineering, energy management and power quality solutions. He is the principal of K.S. Lee & Associates which he established in 1970.  He has provided consultancy services to many MNCs and SMEs.  Prior to the establishment of his consultancy services, he held senior positions in the electricity department of the Public Utilities Board and later with Shell Eastern Petroleum at Pulau Bukon Refinery Complex.

He has also served in many professional associations, government agencies and technical educational institutions.  He is currently serving as a member in the Strata Titles Boards.

Professor Lim Chin

Professor Lim is a Professor of Economics at NUS Business School in the National University of Singapore. He has held appointments in NUS as Dean of NUS Business School, Vice- Dean of Academic Affairs and Research and as Head of Department of Business Policy. Prior to joining NUS in 1986, he was a tenured Associate Professor at the Department of Economics, University of Western Ontario, Canada. Professor Lim has published in several leading academic journals such as the American Economic Review, Journal of Economic Theory, Rand Journal of Economics, Economica, European Economic Review, Canadian Journal of Economics, Journal of Public Economic Theory and Transportations Research. He is listed, based on the frequency of citation counts in the Social Science Citation Index, in Mark Blaug (2nd and 3rd Editions): Who’s Who in Economics: a Biographic Dictionary of Major Economists.

He has also consulted widely in both private and public corporations and has served in the Ministry of Trade & Industry's National Economic Planning Committee (1989–1990) and in the Ministry of Health's National Health Policy Review Committee (1990–1991).

Mr Menon is currently a Consultant with Wee Swee Teow & Co. Mr Menon was admitted to the Bar on 26 January 1962. He practiced with Oehlers & Choa from 1962 to 1988 and became a Senior Partner in 1980. Following the merger of Wee Swee Teow & Co with Oehlers & Choa in 1989, Mr Menon took on the role of Senior Partner, Wee Swee Teow & Co., retiring in 2002 and then acting as a consultant to the firm.

Mr Menon was President of the Law Society from 1980 to 1983 and President of the Asean Law Association from 1984 to 1986. He was a member of the Military Court of Appeal from 1980 to 1990 and President of the Strata Title Board from 1990 to 1993. He also served as Deputy Chairman of the Board of Legal Education from 1978 to 2001.

Mr Menon was Chairman of the Disciplinary Committee of the Law Society appointed by the Chief Justice from 1991 to 2004 and a member of the Advisory Editorial Board of Halsbury’s Laws of Singapore. He has published several articles and delivered papers at international conferences. Mr Menon was awarded a PBM (Pingkat Bakti Maskarakat - Public Service Medal) in 1993.

Mr. Philip Chua

Mr Chua is a Consultant in the banking industry.  Prior to this, he was the Senior Country Executive of American Express Bank Singapore. As the bank’s Chief Executive, he drove local integration of global strategic directions; he was also responsible for the bank’s governance. Concurrently, Mr Chua was the Head of Global Financial Markets South East Asia, Global Product Head of the Collateralized Trading Program, and Regional Treasurer for Asia, positions which he assumed progressively since joining the bank in 1994. He also served as a Council Member of the Association Bank of Singapore and was a lecturer with the Institute of Banking & Finance.

Mr Chua’s vast experience in financial markets began with his banking career at Chase Manhattan Bank, where he was Second Vice President and Senior Dealer, Money Market, before joining American Express Bank.

Mr Chua holds a Masters in Business Administration from Indiana University, Bloomington, Indiana, U.S.A. and a Bachelors of Science in Business Administration, Summa Cum Laude, from the University of Oregon, Eugene, Oregon, U.S.A.
